NPRPO Progress Report

June 2005

 

 

1.                  Provide effective administration of the NPRPO program.

Ø      Created a brochure and an outline of the NPRPO program.

Ø      Provide copies of the Bylaws at every meeting and remind folks that their entities need to submit an assigned voting member and an alternate.

Ø      With the assistance of an NCNMEDD staff, Margie Martinez, has been creating and updating the NPRPO website as information trickles in from the entities.  This website is designed to provide entity transit information, STIP, GRIP II, Capital outlay and specialized transit entities meeting minutes, post upcoming meetings and will have links to the NMDOT and LTAP websites.  The website is under construction and will have it’s own URL.  The website will link to all member entities business information and will provide transit operations information if they are a transit provider.

Ø      Email meeting minutes, agendas, and all information received that needs to be conveyed to the NPRPO members.  Provide additional copies at the monthly meetings.

Ø      Sent a letter to the Safety Project Planning Engineer on behalf of Commissioner Virgil Martinez’s concerns for NM522.

 

2.                  Increase public awareness of NPRPO as an active forum for community and tribal members, road users and government representatives to share information and concerns about the region’s transportation network in order to improve communications and project development.

 

Ø      Created a brochure and an outline of the NPRPO program that is part of a presentation packet when speaking at local government’s Commission or Council meetings and provided to individuals who are not familiar with the RPO process.

Ø      Public notice will be advertised for the 3rd quarter for 2005; notice will be publicized in the Los Alamos Monitor, Rio Grande Sun, Santa Fe New Mexican, and Taos News. 

Ø      Notification cards are sent to every member from the mailing list for monthly scheduled meetings as supplemental reminders.  Cards include meeting time, date, location and main topic of agenda. 

Ø      Monthly updates will be provided to the members on regional perspectives through information received from attendance at workshops, conferences, and meetings with additional information from NMDOT representatives.

Ø      A copy of the bylaws has been sent to Elected Officials and Tribal Governors to re-establish the eligibility status and identify the designated representatives for each member.  A new file will be created upon receipt of written appointment from the governmental, municipal and tribal body.

Ø      While negotiations for a new contract were being worked out for the District IV RPO, presentations were conducted by myself and Arturo Archuleta, (and Linda Martinez, in Arturo’s absence) for the following entities:  Colfax County, City of Raton, Village of Maxwell; Village of Angel Fire, Village of Eagle Nest, Village of Cimarron; Village of Springer, Town of Wagon Mound, San Miguel County, and the Village of Pecos.  Have scheduled the City of Las Vegas and Mora County for the month of July, due to either meeting cancellations and/or inadvertent oversight for agenda inclusion.  Presentations included an overview of NCCOG assistance and participation as well as transportation and transit funding elements.  Copies of letters of support and/or resolutions were forwarded to Greg White, Director of Government to Government Section.  In District V, presentation has been made to Santa Fe County; other presentations are in the process of being scheduled.

 

3.                  Develop an annual list of Regional Transportation Improvement Program Recommendations (RTIPR) from locally sponsored transportation project proposals.

Ø      A call for PIF submittals was announced at the June 6 meeting for the 2006-2012.

Ø      A listing of the PIF submittals was created for the NPRPO and forwarded via email to all members.

Ø      A second list of the PIF submittals included the NWRPO and the MRRPO proposals.  This list was forwarded to staff at within the NMDOT Planning Section and the District V Assistant prior to the RTIPR meeting that took place on May 25, 2005.

Ø      Participated at the May 25th meeting for the final proposed ranking and rating of proposals.

 

4.                  Improve local project planning, coordination and preparation for all Local Government and Tribal entities.

Ø      Coordinated a presentation between Federal & State Agencies for a presentation/training on Drainage Requirements, Section 404/401 of the Clean Water Act, implementation of Best Management Practices (BMPs) and Environmental and Cultural Resource Certifications at the April 6th meeting in Taos. 

Ø      Future trainings to include staff from NMDOT through the Transit Rail Section, LTAP, Planning Section, Traffic Monitoring Section, and the Equal Opportunity Program.  Will continue to seek other programs and agencies that will provide guidance and assistance for our members.

Ø      Coordinating a workshop with DeAnza Valencia, Regional Development Corporation, Field Representative, Chris Moquino, Senator Bingaman’s office and NMDOT Planning staff to provide training for Tribal Governments on State programmatic requirements and regional planning.  As it is developing, this will be a pilot workshop that may be used by other RPOs who have tribal membership.

 

5.                  Participate in statewide planning with the State and Federal agencies to meet the requirements and fulfill the intent of the Transportation Equity Act for the 21st Century (TEA 21), SAFETEA, as well as subsequent reauthorizations.

Ø      Attended some public meetings for the MPOs Transportation Plan

Ø      Attend the RPA meetings when possible

Ø      Attend BPE quarterly meetings

Ø      Attend NCRTD monthly meetings regularly

Ø      Was requested to be an advisory board member for LTAP.
