i. Call to order by Ted Martinez, Chair
a. Ted Martinez, Chair called the meeting to order at 9:40 a.m.
ii. Welcome and Introductions –
a. Attendees identified themselves and their representing entities.
iii. Approval of Agenda –
Ø Motion to approve agenda with revisions to include the LRTP Draft Plan was made by Ted Garcia, Los Alamos County, seconded by Shabih Rizvi, County of Santa Fe.
iv. Approval of Minutes for May 2, 2007
Ø Motion to approve meeting minutes as emailed was made Brent Jaramillo, Village of Questa and seconded by Ted Garcia, Los Alamos County.

vi. Chair and Vice Chair Election notification
a. Nominations
ü Victor Robles, Taos County nominated Ted Martinez for Chair
ü Ted Garcia, Los Alamos County nominated Brent Jaramillo to continue as Vice Chair
b. As no other nominations were made, closing of the nominations was closed.
c. Elections will be held at the July 10, 2007 meeting.
VII. NMDOT Updates
a. District V
i. LGRF – Dana Chavez
ü Stressed the need for monthly report submittals from the entities that receive LGRF funding. It is imperative that reports are submitted on a monthly basis.
ü Dana provided a packet that contained procedures and submittal directions to the entities present that are receiving LGRF funds
ü Dana will send a letter to the recipients not present and will seek Sandra’s help if necessary.
ü Dana wanted to commend Francisco “French” Espinoza and staff from Town of Taos for their promptness in submitting reports and stated that the packet information was created largely from their submittals.
ü Dana will be performing random audit checks on awarded projects.
ii. D-5 – David Martinez

ü Some changes that have occurred in the STIP program are moving the 5yr STIP down to a 4 year program
ü HM35 is being discussed with Secretary Faught, Highway Commission members, and members of both the Senate and Representatives. In a brief description of the HM, it is a needs assessment tool for the District.
à D-5 has re-evaluated GRIP2 and STIP projects that are under funded due to rise in construction costs.
à Projects that fell out of the STIP are identified as unfunded projects that will need to be funded within the next 5 years. Maintenance and failure of roads & bridges will need to be addressed.
à D-5 has identified at least $500M in construction funds for projects identified as unfunded or under funded.
à The need to look internally for alternative/creative funding is clearly becoming apparent to the District.
à The District is also doing an inventory of all intersections & curb ramps to determine the need to bring these intersections into compliance with ADA standards.
à The District is considering an annual program of approximately $200K/year to bring these intersections into compliance and will also be requesting funding from the Safety Program.
à Projects that have fallen out of the STIP are now included in the District’s Unfunded Projects list.
à The District is also working on a Long Range Needs list identifying projects from 2012-2018 and 2019-2024
à The entire NPRPO RTIPR list is included on these planning tools.
ü Bob Widoe added that the NPRPO members will be requested to submit a “needs assessment” internal document to work with the District and NMDOT Planning. Be prepared for a quick turn-around.
ü Sandra asked the Chair and Vice Chair for the possibility of using the original forms for needs assessment that were requested about 5-6 years ago from the NMDOT, to become proactive in assisting D-5 with the NPRPO needs that could also be included as an addendum in the LRTP. The NPRPO members agreed. Sandra will recreate these forms and send to members via email.
b. Government to Government

ü GRIP2 update
à List of accepted projects should be available by the end of the week.
à Total amount for Severance Tax = $50M
à 2008 GRIP2 estimated amount = $14.3M with 12.5% of bonding capacity
à 2009 GRIP2 estimated amount = $13.5M with 12.5% of bonding capacity
à For all 3 years of HB2 (GRIP2) $25M for projects.
à Received 94 applications out of 116 awards by the May 15th deadline that totaled $137,790,200.00. Upon approval bonds will be sold and certifications signed by receiving entities.
à Review included project readiness for 2007 calendar year letting and availability of required match.
à 41 projects were selected on criteria and sent to the Secretary of the Governor’s office for finalization and approval.
à There are over 10 projects in the 2nd tier likely to go in 2008 that were evaluated on same criteria.
à 2nd round of bonds are likely to be sold around December at the end of the calendar year.
à Keep in mind that project development is on a reimbursement basis.
à If an entity is planning on using LTIF funds as match, you will need to contact Mark Valenzuela at 984-1454 or 877-275-6632 if an entity already hasn’t done so.

ü RPO Survey results
à Final report is available and emailed to Sandra, whom will email to you.
à Report has been submitted to FHWA as required.
à Overall throughout the State, ratings were pretty good. RPO process ranked in about 3.7 by the participants.
à NPRPO percentage wise received the highest response.
à The comments are proving to be useful as an overall synopsis for the RPOs AWPs.
à Process of transit also rated among the highest for improvements and handling of applications.
à District reviews will be shared with the District Engineers.
à NDMOT Planners want to continue to monitor and support this process through the RPOs.
à Heard fairly regularly that NMDOT internal communications need improvement.
à If you have further comments, don’t wait for a survey to come out, contact your liaison directly and immediately.
ii. Ron Shutiva – Tribal Liaison
ü Exciting things happening with GRIP2 as Bob mentioned
ü FTA workshop tomorrow for the Tribal Transit program will be held in Albuquerque from 1:30 on, which after several attempts for information is free.
ü Tribal Transit FY06 applicants have been notified.
ü There is a FONSI for US84/285 project that will be discussed at the June 19th meeting with Santa Clara Tribal Council.
ü If an entity is working with ROW that involves tribal lands, please contact Ron directly for assistance.
ü Taos Hail Creek Rd and US64 intersection project is working on a MOA with Taos County, Town of Taos, and Taos Pueblo.
ü The State Repatriation Act-Reburial Act was approved and signed by Governor Richardson.
à A presentation will be given to all Indian Council to obtain tribal, Apache and Navajo involvement on July 27 at a Tribal Forum at the IPC center in Albuquerque.
à There was $50K set aside funding for properties not claimed.
ü Consideration of preparing Legislative packets now, it highly recommended, start talking with your Representatives and Senators today!
ü Pat Oliver-Wright was named the Planning Division Director, Office of Programs Division.
ü Chair Martinez asked Ron to congratulate Ms. Oliver-Wright on behalf of the NPRPO.
c. Project Development
d. There was no one present from Project Development. Report for GRIP2 was provided by Bob Widoe.
VIII. Carter-Burgess/NMDOT Rail and Transit
a. Coordinated Public Transit – Human Services Coordination Plan (Plan)
ü The Plan is a requirement of SAFETEA-LU and has a deadline due date of October 1, 2007
ü Application requirements of 5310, 5316 and 5317 programs
ü Regional plan must be identified in the Plan to be considered for awarding of the identified programs.
ü NMDOT Rail & Transit has been working with Carter Burgess to work on a draft Plan to be presented to all RPOs for feedback and entity information.
ü A generic plan generated from various sources provides data that may not include plans and developments for rural entities within the NPRPO region.
ü Feedback and local community input is being requested from all entities within the NPRPO region by July 2, 2007.
ü Carter Burgess and NMDOT Rail & Transit will send the power point to Sandra with forms to be forwarded to all NPRPO members for feedback and future plans for their communities. Once forms are filled out, they will need to be sent back to Sandra and she will forward them to Rail & Transit.
VIII. Long Range Transportation Plan (LRTP)
ü Sandra provided a DRAFT of the LRTP to members present for review.
ü Asked members to submit comments.
