I.              Call to order by Ted Martinez, Chair

a.       Ted Martinez, Chair called the meeting to order at 9:40 a.m.

 

II.           Welcome and Introductions –

a.       Lt. Governor Diaz welcomed the members of the NPRPO to Pojoaque Pueblo.

b.      Attendees identified themselves and their representing entities.

 

III.         Approval of Agenda –

 

Ø      Motion to approve agenda with as presented was made by Ted Garcia, Los Alamos County, seconded by Shabih Rizvi, County of Santa Fe.

 

 

 

IV.        Approval of Minutes for March 7, 2007

Ø      Motion to approve meeting minutes as emailed was made Danny Garcia, Rio Arriba County and seconded by Francisco “French” Espinoza, Town of Taos.

 

V.           Public Comments

Ø      No public comments at this meeting

VI.              NMDOT Updates

a.       District V – David Martinez

ü      Encourage everyone to participate in GRIP2

ü      This is a tremendous opportunity for the local governments with the highest amount being distributed in this first round

ü      D-5 is available for assistance

ü      Keep in mind that the deadline is May 15

ü      During the June meeting D-5 may present the STIP

 

b.      Government to Government

i.  Bob Widoe

ü      Available to assist with GRIP2 applications

ü      Keep in mind that currently the bill is looking like it is providing a lot of flexibility

ü      Match requirements have changed

ü      The upcoming SW Rural Transportation Forum Conference is a really good one to attend.  Consider attending if you can, it is a very educational and informative conference, in fact one of the best I’ve ever been to.

 

ii.   Ron Shutiva – Tribal Liaison

ü      There will be a BIA meeting held on GRIP2 May 3rd at 1:30 at the BIA offices on 12th and Indian School to discuss procedures using federal funding for possible match.

ü      5311 Tribal Transit applications are due August 2nd

ü      Finalization on IRR agreements; there were 23 Tribal JPAs

ü      Will provide the NPRPO with copies for the record

 

iii.  Rick Chavez – Project Development

ü      Local Government Agreement Unit (LGAU) has updated the Tribal/Local Government Agency Handbook

·        Will provide more involvement, guidance and assistance to local governments

·        Includes some internal procedures to assist departments to collaborate efforts and strengthen communications

·        There will be and internal meeting after May 15th

·        Books will be handed out to individual governments in or around June, may ask RPOs for help

 

VII.   Miscellaneous/Announcements - Sandra

ü      Provided a handout identifying grant initiatives

ü      Reiterated items listed on the agenda

 

 

VIII.  Project Planning & Development – Cost Estimating & Phasing

a.       JM Consulting – Joe Moore

ü      Presented an in-depth process of Cost Estimating & Phasing for Project Planning and Development to the members present

ü      Provided examples of scope of work, project budgeting and scheduling

IX.   GRIP2

            a.   Rick Chavez – NMDOT Project Development

ü      Provided procedures for GRIP2

ü      Provided information for match requirements

ü      May 15th deadline!!!

ü      Submitting entity must provide 1 original and 2 copies to Ben Tapia and 1 copy to the NPRPO planner

b.      Shannon McKenna – BIA

ü      Participating tribes follow the NEPA process if using IRR funds to match projects

ü      Matching funds must have been approved on inventory forms

ü      Will be hosting a meeting May 3 to discuss GRIP2 procedures with pueblos, tribes and nations in Albuquerque at the BIA office

c.       Chairman Martinez and Sandra provided an overview of the GRIP2 resolution   provided by Bob Widoe

ü      Motion to accept the GRIP2 resolution was made by Ted Garcia, Los Alamos County, seconded by Patrick Nicholson, Ohkay Owingeh.  Unanimous vote by all NPRPO members present to accept and submit to NMDOT.

ü      Sandra will provide NPRPO GRIP2 recipients with a signed copy.

 

VII.            Next Meetings

a.       June 6 – Rio Arriba County Commission Chambers – 1122 Industrial Park Rd. Española

b.      July 10- Los Alamos County – Fuller Lodge -20th StreetNambe Rm.

c.       August 1, 2007 – Ohkay Owingeh – location to be announced
